Job Description

Join the West Virginia Department of Health as a Data Analyst in Charleston, onsite, and help drive the Rural Health Transformation Program through strong data management, clear dashboards, and reliable reporting. Responsibilities

  • Data Management and Analysis: Oversee the program data lifecycle across RHTP initiatives, ensuring integrity, accuracy, and accessible information.
  • Dashboard Development and Maintenance: Create, update, and sustain interactive performance dashboards to monitor KPIs and program outcomes in real time.
  • Federal and State Reporting: Lead data collection, analysis, and submission for required federal and state reports, ensuring compliance and precision.
  • Data Sharing and Governance: Support data sharing agreements with external partners such as hospitals, MCOs, and state agencies, upholding privacy and security standards.
  • Performance Measurement: Collaborate with program managers to define, track, and assess performance against established goals and metrics.
  • Actionable Insights and Program Improvement: Analyze data to identify trends and opportunities, translating analytics into concise reports and presentations that inform improvement actions and strategic decisions.
  • Technical Assistance: Provide training and support to RHTP staff and partners on data submission requirements, dashboard usage, and foundational data literacy.

Requirements

  • Bachelor’s degree in Data Science, Statistics, Public Health, Economics, Information Systems, or a related quantitative field; Master’s degree is preferred.
  • At least 3 years of professional experience in data analysis or business intelligence, ideally in healthcare or the public sector.
  • Experience with federal reporting requirements (such as grant reporting or CMS data) is a plus.

Appointment and Compensation

This is an exempt (at-will) position under the Department of Health. Compensation will be commensurate with executive-level public service, experience, and qualifications. The role includes full state benefits and travel reimbursement for statewide engagement.

This is a full-time, term-limited appointment for up to five years and is contingent upon award and ongoing federal funding for the Rural Health Transformation Program. Continued employment beyond the project period is not guaranteed.
